About Us

Who we are

PublicCo is a joint venture with the Learning and Work Institute (L&W).

The Learning and Work Institute formed in January 2016 from a merger of the Centre for Economic and Social Inclusion (Inclusion) and the National Institute for Adult Continuing Education (NIACE). It is the UK’s leading not-for-profit organisation dedicated to tackling disadvantage and promoting social inclusion. Chris Melvin, has an extensive track record of building and delivering high performing public services. Together, Inclusion and Chris established PublicCo to provide essential consultancy support to organisations delivering public sector contracts.

Some consulting firms treat business sectors as interchangeable, but at PublicCo, we know that this ‘one size fits all’ philosophy is flawed. In effective public service management there are unique drivers of success. Our real-world understanding of ‘what works’ enables us to provide a highly specialist, performance-focused approach to strategic and operational challenges.

  • Employment support – we work with prime providers and specialist subcontractors to deliver a broad range of services from strategy development, to supporting business growth and optimising operational delivery.
  • Criminal justice – we partner with large providers to develop the products, services and propositions to succeed in the rapidly developing justice market. We review existing systems, delivery and data to identify efficiencies and improve effectiveness in a results driven market. 
  • Skills – we support FE colleges and private training organisations to facilitate change in order to optimise performance, attract investment and improve outcomes for learners.
  • Government – we draw on our social policy expertise to guide the development and implementation of new programmes, policies and systems in the UK and internationally.
